Yes, you could simply remove the stuff between the handlebars and fork tops and block off the holes in the fork caps. Just doing that may result in the forks being soft and not riding very well, especially if you are average weight or more. In that case it would be wise at the least to install some decent springs, such as Race Tech, matched to your weight. You could also consider installing Intiminators, to improve damping.
If you fancy a decent upgrade, then consider Ohlins FKC101 fork cartridges. They ain't cheap, but will give you decent springs and damping - a one stop shop! Mine arrived yesterday!!!!!
