Default problem with steering stem bearings on a 1996 softail springer

i have a 1996 harley softail springer with only 21,000 miles on. i bought it with 16,000 miles on it and changed the steering stem bearings with out taking apart springer front end. i had to the change the bearings because there was a spot on the center line that would catch and i could feel it when riding. im now facing the same problem after just 5,000 miles after i replaced them...? so this time i disassembled the whole springer front end. i am currently waiting on parts to finish job. ive researched alot about the springer this time around and i found out alot about changing the rocker bolts and bearings ever 2,500 miles. its probably never been replaced since the factory.

im wondering if the springer front end is notorious for the center line notches? is there a way of tunning my forks to stiffen them up, because i do bottom out some times? was it because i didnt disassemble the springer fork the first time? the hinge bearings on the rocker is seized to a stud, is it because of not changing that at every 2,500 miles?

i need some real help on springer front end any help will do.
let me know how your springer front ends are and your maintenance you do with them thanks.

Getting ready to swap out OEM risers for some Wild1 7" pull backs and will be checking fall away and rockers to spec with out a manual.
Manual should be arriving there after, but can be used to refer back on how inspection went.
None the less, curious about what all you found if any knowledge was obtained during your inspection and service
Hope everything worked out well for you
