Default 97 Ultra Cruise control

I have a 97 FLHTCU carbed. When i start the engine it revs up to redline. I disconnected the cruise cable at the carb and all is well, expect of course, I have no cruise. I checked the control cable and it doesn't seem mechanically bound. Any thoughts? Perhaps the module? I have an extra module laying around that I think is good, but has a different part number. The original is a 70955-97, and the spare is a 70989-98. Anyone know if it's compatable or any ither ideas I am overlooking?

There is a calibration procedure to set the slack in the cruise cable. It sounds like your module is taking up too much slack when you stsrt the bike. I would try that on your original module before swapping them. Im not sure if the newer module is compatible or not. The procedure is in the service manual, but I dont have one that dates back that far.
