Default new member i need some advise with my ironhead that i am building

My name is wes and i am building a iron head from the ground up. I have gotten to the cams. I bought bike taken apart and need some advise on the cam install. When i go to put cams in no matter how i do it when the cams hit all of there marks the front cylender is not TDC. Some one let me know what i am doing wrong please. The bike is a 1981 xl 1000

Those two events do not happen at the same time. the pinion, oil pump gear and breather are the only gears that have a reference with the flywheel timing mark. " once breather valve is correctly timed, position of flywheel timing mark and breather valve timing mark,registered in slot of breather sleeve gear, can be disregarded when installing timing gears." RE 1978 service manual. hope this helps.
