65 year old woman, not paying attention and probably getting to old to drive.
Take away her license and make her take the bus, and oh yeah cite her for a $65.00 ticket and send her on her merry way.

Officer on the scene does not have the authority to do much else. Wait and see what a prosecutor does.

Motorcycle rider,not paying attention,probably had no business on two wheels. Take away his license...........uh............oh,yeah........... .....he's the dead one. Well,put him in a coffin and send him on his merry way. Yadda yadda.

In some states, the civil infraction (citation) is usually the first thing done on scene by the road officer and the THI (Traffic Homicide Investigation) is handled separately. It's possible that the THI hasn't hit the courts yet.
