Make sure you clean all surfaces good. Make sure to use a quality gasket. You MUST use a torque wrench and torque to specs in the proper sequence in the service manual using a drop of blue locktite on the threads of the fastners. If it still leaks, something is warped. One other possibility is that if the cover has been removed numerous times, you need to chase the threads to make sure you are getting true torque values.

Check it for warpage OP. They warp, and then leak... it happens. Make sure its actually not your primary either. My high gear seal leaks and it runs down the IP to the primary cover and looks like it's leaking.

If you mean the small cover on the primary chain adjustment hole, I had the same problem. Didn't leak when I bought the bike. Took it off to inspect the chain, replaced the gasket, and couldn't get it to stop leaking. Cover was bent/mismatched to the primary cover, no fixing that. Went to local auto parts store, got some cork gasket material, made two gaskets, put some permatex #2 between them, installed as one gasket and hasn't leaked a drop since! Don't over torque the cork gaskets. German torque works well.............gutintite!!!!
