Default '05 Ultra front suspension

Hey guys, do HD touring bikes tend to hit pretty hard on the front end ? My 05 Ultra is smooth as butter down the highway, but hits really solid on certain bumps, mostly at lower speeds. Dont see any signs of bad seals ( leaking ) and feels fairly firm with the front brake applied. Only had the scoot about 6 months so not familiar will all the characteristics. Appreciate any input

Thank you sir. Assuming that you are lowering the front, do you have to lower the rear as well ?

Since you bought the bike used, you don't know what type of fork oil the po used, or if it ever had the fork fluid changed. Thats would be where I would start. Cheap and easy things first.,,,
