The science behind wrapping pipes - Doing anything that holds the heat in increases the velocity of the exhaust which can give more power.
The practical on a street bike - If you're that worried about the very small increase in power that wrapped pipes provide, you've probably got some seriously flawed character traits that need addressing!
The summation - Wrap 'em if you -
1. Like the looks of wrapped pipes, or
2. Have a set of rusty, scratched, or otherwise damaged pipes and you' can't afford a new set

As others have said, it's primarily for looks and is a quick and easy way to make you pipes look better if they are badly blued or rusted or the chrome is coming off. For a different look, you can wrap just the portion coming out of the head and the main body of the pipes, leaving the tips exposed if they are in good shape.
There's lots of different colors also, black, white, titanium, etc. I've had really good luck using DEI brand wrap. It seems to hold up very well over time.
