Questions on 103's; Police bikes
1) What did Harley do to make 2011 -13 103's into "High Output" 103's from 2014 forward? Cam changes? etc., etc.?
2) I remember some years back that Harley's police bikes had performance upgrades from stock ElectraGlides. Such as cams (is that true?) and less restrictive (quiet) exhaust. From 2011 forward, are there different cams, exhaust, etc. ? Another one: do late FLHP's have cats?
I recall some government vehicles were exempt from cat converters, but that goes all the way back to the '70's and '80's.
Some police bikes now for sale around the country look like pretty good deals with low miles and tight maintenance. Are they worth it? I know some were terribly overheated and suffered other abuse. But so do a lot others.

I rode a new '91 FXRTP that was exempt from ca emissions and the terrible ca cam on the Evo engine
Later I had road kings that were the same as civilian models . CHP recently went to road kings and oakland harley had to do a cam change before the state of ca would accept them.
I would not hesitate buying a used runout.

I believe the difference between the 2011-13 103" and the 2014+ 103" HO is just cams and the air cleaner configuration. When I bought my 2015 a couple months ago my salesman said they put the 255 cams in them from the factory so it's basically coming with stage II. He told me the air cleaner unit is set up like a ram air system. I can tell you my 2015 street glide has just as much power and a lot more top end then my 2010 big bore 103" stage III motor that was on my old road king. The only place the RK felt more powerful was torque right off the bottom when cracking the throttle, otherwise I would say my stock SG is just as good and much smoother. I have since put on a set of 4" LA Choppers slip on exhaust and now it revs much freer and feels even more powerful, + I can hear now! Not sure about the police bikes.

Ok so they did upgrade to the cams to cams similar to the 255, my salesmen was just a little off but I wouldn't say he was full of it.
Either way the "similar" cams make a noticeable difference in power compared to the older 103".
