Rear light problems on wideglide

I have an 04 wideglide I'm changing the fender and have no power to any of rear lights. There was power when I checked it after I took it apart.A fuse was blown I replaced it and nothing. Could my module be blown?

Check the fuse again? If there's a dead short it'll blow the fuse immediately.

Have you done anything to affect the ground maybe?

Never mind I skipped over where you said a fuse had blown.
