Default Front end bounce 2000 lowrider

I have a 2000 lowrider. I am getting alot of front tire bounce at a low speed while the clutch is pulled or while i shift to neutral. If i shut the bike off while in motion, the bounce stops. I've replaced the tire, had it balanced, even went with a heavier oil in the forks. It doesn't seem to bounce at a higher speed, just like 30mph or lower. Please help....

measure your fofk springs,compare to specs.Change fork oil to recommended type/weight.Now you have a starting point.....
