wartime production history

Chuck, welcome to the forum. That serial number is formatted as we’d expect for a 43WLC and it is within the 43WLC range provided in Bruce Palmer’s 32–52 military resto book. But is the serial number authentic (factory-stamped)? If you're not sure then you could post a photo. (Normally I suggest covering a few sequence characters if a serial number is to be shown on the internet but you’ve already mentioned it in full.)
If the serial number is authentic then it isn’t a civilian model because the C in WLC indicated Canada (Canadian National Defence) although according to Palmer’s book there were 43WLC Home/Domestic Models and 43WLC Export Models.
A Big Twin front brake seems to have been standard/original equipment for a 43WLC and also for a 42WLC. Palmer mentions this.
What are the belly numbers? Because of how things were done at that time, the belly numbers may begin with 44, not 43.
