Default Table lift help

I've acquired a lift table (free). I believe it to be the 1000 lb. lift table from Harbor Freight. It doesn't work with either the foot pump or air connection. Haven't been able to check the fluid level. The lift sits on top of the filler connection. I'm thinking it may be a candidate for the heavy garbage pickup or maybe trying to pull the jack unit out if possible to rebuild. Any suggestions?

i work in a hydraulic repair shop. does it make any noise when using the air, then your air pump is busted if it dont? it very well could be out of oil. or you may have blown a seal on the piston inside the cylinder. and being harbor freight, its probably a throw away cylinder/pump that cant be rebuilt, and if it can be rebuilt it would be hard to find seals for.

i have never worked on a lift table before, but you can get air/hydraulic foot pump for around 300. then cylinder will range from 50-150 bucks, depending on specs.
