I have a 2 pieces of 4" long aluminum pipe, with the insides beveled, that I made at work. Slide the first one on then hit it down into the cavity with the second piece. I would discourage using steel because it's so darn hard and might damage the seal you're replacing. I've had a couple of friends use it and it's still in good shape.

I use a short piece of white PVC pipe that is just a hair bigger than 41mm.

I've only had to install fork seals one time but this is what I used also. After I cut the PVC, I made sure I sanded the inner and outer rims to eliminate any sharp edges.
