Was wondering if it is normal to take off the riser when installing apes on a 2000 sportster and then changing the mount location of the front turn signals to the front end?

You'll have to probably replace the stock handlebar bushings with poly bushings to be able to support the extra leverage and weight of apehangers. This involves removing the risers.
At least that's how it was on my Dyna.

+1 you'll want the poly bushings.
As far as the turn signals and risers go that is personal preference. I think the turn signals look much better on the trees then on the bars but I have seen guys do both.

I'd say that depends on the height of the bars in question. 12"-14", questionable. 16"+, definitely add poly bushings.
