It is Motorcycles Highway Permit;
I moved out 12 years ago, things change over time but, if I remember correctly, all motorcycles with an engine larger than 360 cc require a highway permit (The motorcycle will be subject to inspection by Police). Without this permit you can’t ride on a highway, that’s forbids access to motorcycles if they have an engine smaller than 360 cc. The Highway Permit sticker used to be is located at the front forks and the registration sticker (Marbete) is located on the tags.
