I was talking to a tech rep at the S&S booth, he said the best cam for a bagger, in his opinion, was the 510; and they like to run above 3k RPM. you can actually damage the motor if you lug it.

Duh, you can damage any engine if you lug it. 3K is not too low for a twin cam but depending on the cam profile it may not make great power at the lower end.
On our Heritage, we've probably put 50% or so of the 47k miles riding 55-60mph in sixth.
Another 30% of the time, we ride in the country, Usually in 4th.. between 35 -40 mph
She just purrs at 2,000 rpms. and has for 7yrs and 47K.
