I have seen a number of products to help stop the sagging bags.
I don't know what is the best way to go I could really use some advise on these.

With shipping, I'd say that this is about twice as much as the two sets that I installed in my wife's '99 and '08 Heritages.
The bags on the '99 looked a lot better than most bikes years newer than it.
Two things that you should never do is to overload/stuff these bags "out-of-shape" and never allow them to go too long without treating them.
I keep the bags "conditioned" and at least once a year I give them a good washing with warm, soapy water and when they dry I give them a thick coating of "Doc Bailey's", and once that dries, a coating of leather conditioner.
I may give them a call about my Heritage Springer bags.

All of the systems to keep the saddlebags from sagging (bossbags, gotsaggybags, papabags and HD) all do a respectable job. There will be supportive posts for each one (no pun intended). I happened to use the HD system and it has my bags looking new after two years.
I would check out each one and decide for yourself which one to use.

Papa Bags are a 15 min install, allow some character to the bags and are removable when you sell or trade the bike. My choice for these reasons.

My bags have the hard plastic inserts in the sides, ends, and tops. I also use "Leather CP
R" to treat them. My bike is a 2004 model and the bags still maintain their shape. Good luck with the route you take.

Preventive care is always cheaper than a replacement. My bags are 4-5 years old now and they look like new. Here are some suggestions:
Keep water away from your bags. Water and leather do not mix. Take them off when you wash your bike and if they get rained on or whatever, then dry them completely when you get home, no hot dryer, but a distant heater in the garage will work fine. Prop them open so the warm air can circulate and use dry towels to pat them down well.
Keep them supple by using a good leather conditioner. I just use the same stuff I use on my hunting boots. It's not my go to stuff but saddle soap can be used in a pinch.
Keep them clean with a decent leather cleaner. Can't remember the name of it now but it's the same stuff the wife uses on our leather furniture. She buys it at Walmart or Target.
