Remove fuel tank, dump old gas.Gas looks bad so does inside of tank.Clean tank.Remove petcock, clean screen.Replace gas line .reassemble, put a gallon of gas in and check flow to carb.Still problems-go to carb, dissassemble, clean, blow passages with air, inspect parts replace if necessary ,replace gaskets on reassembly.Still no love?replace intake gaskets.good luck

Does gas flow from tank to carb? Gravity fed. It either flows or doesn't. If gas is reaching the carb ,but bike still starving for fuel. Fix carb. Something ain't right.

Take your air cleaner off so that the throat of the carb is visible. Twist throttle to make certain that gas it being squirted into the carb. As 01fxdxt said above, clean the carb completely and service the accelerator pump and nozzle. It could be that the gas has turned to varnish inside the carb and is not squirting through the nozzle.

Do you still have old gas in the tank? no bueno...
If the old fuel was left in the system to evaporate, it varnished the carb.
Clean the fuel system from the tank through the carb.
now
if fuel is good:
Is there fuel flow to the carbs? if so:
Gummed up/varnished carb.
You can take it apart, clean it and reassemble it and see if it works.
If not, get a rebuild kit.
