Cabela's and some other big box stores have some cargo-style as well. Lightweight fabric, as stated above, but the pockets are nice.

I think you might have misunderstood ... I took it like he was looking for something that he could turn into shorts once he got off the bike. I didn't see any "trick question" in his request.

I would think they are about as safe as a cheap pair of jeans. I've never gone down, but have heard plenty of stories saying that jeans disintegrate when "applied" to asphalt. I've also known of people who wear chaps over shorts.

BMW of course, makes just what you're asking for. It's their summer riding pants that come in tan or black. They have a double seat and come with hip and knee pads. The knee pads have a very ergonomic shape that wraps around the knee better than any other brand that I have seen.
I've found the stock pads just a little to bulky. With some leather from Hobby Lobby and heavy wool felt I sewed up my own pads. Still keeping with the complex shape of the BMW design. I use these well into the fall because they also have a Velcro strap around the ankle to seal them tightly around the boot to seal out cold air.
They are made of a heavy nylon that makes them hot to ride in while stuck in traffic. But when you arrive at the destination, zip off the lower legs and be cool.
I wore these 16 days straight on the run to Sturgis last year. Perfect. Except for the 15 million dead bugs, most washed out.
