Why would the wheel change the reach. The bike will be about an inch higher though going from a 21 to a 23.

Cheers village idiot rockers came out with a 19 front not a 21 so going from a 19 to a 23 will only add a inch. ?

Seat height, and bar height from the ground, will go up a bit. Bars some more, seat less. Remember geometry class? Draw an angle...raise it. One end raises more than the other.

However, when you sit on the seat, your hands will still be on the same angle and grip on the bars. The bars will not change their height/distance from the seat..as they're fixed to the top of the fork which is fixed to your frame, which your seat is also. So the relationship of your bars to your seat will not change.

That would be two inches provided that the tire is also 4" diameter difference between the two.

Keep in mind, this will be two inches right at the front wheel with less lift towards the rear of the bike since the rear is not getting lifted at all. Maybe 1" at the seat?

Get a progressive drop in kit for front forks. Install it without the PVC spacer & that will drop the front exactly 2" to maintain the same ride height you have with the 19.

Although I've been through two college math classes, I feel as the math I learned in elementary school would have been enough to cover this.

What may make a difference on your bars would be if you change your trees to rake out the front some more. Changing the rake will help keep the factory trail numbers in line and make it ride correctly.
