Question Floorboard damper replacement

My floor boards fell apart recently. The bike is a 68 FLH that belonged to my brother. The bike sat exposed to the Arizona elements for 10 years. The rubber dampers and mats were dry rotted. I bought new dampers and floor mats. Trying to put these dampers in is a real bitch! I have the half moon style with five holes to accmodate five dampers between the base plate and the floating floorboard. Getting the dampers in the base plate was pretty simple once I put a little soap around each hole. Getting them to go into the top floating board has been impossible for me. Is there a tool or trick I can use to accomplish this?
