trying to decide what brand rattle paint is good quality? and what clear coat would do well with it

probably going with black, silver, lime green

 

Duplicolor still offers Lacquer in spray cans and clear also. Good brand of rattle cans IMO.

lacquer or enamel??

 

Lacquer will give you a bit better/finer finish and can be sanded and buffed after application for a more professional look. Acrylic enamel will give you a thicker coat and can also be polished/sanded a bit too but the straight enamels should be for garden tools etc.

That will work but it depends on the type of finished product you are looking for and how good you want it to look without a professional job.
