Default Overflow tube leaking fuel

I have a 94 Heritage Softail Classic FLSTC 1340EVO
and it has just recently started leaking fuel through the overflow tube. The leak stops when the fuel valve is shut off. I have tried pulled the bowl off carb, checked the needle valve, blew out the permanent vent system on the tank, and it is still leaking. Any suggestions

Either the needle is not seating or the float level is set incorrectly. Only these 2 things will allow the fuel level to get high enough to overflow. I would think the float was set correctly before the leak started so this will suggest theneedle and seat need replaced.
