There wash guy who rode in Houston with his parrot perched behind the windscreen. One night it got sucked off on loop 610 - never to be seen again. By him, anyway.

Unsafe for the dog, rider and others on the road. that being said, dog has to hate it. dogs love the wind in their face, like when riding in a car, they stick their heads out the window.
bikers are the only people who understand why dogs do that.
who wants to ride on the back of a bike facing backwards?

Close to 40 years ago when I lived in SoCal, there was a woman who rode her FLH with her medium-small dog between her legs. The woman was known simply as "Big Nancy." Don't recall the dog's name, but they were at every major run I ever went on. Rode many miles beside Big Nancy, and camped at many a run destination campground with her. The dog was well-behaved and wandered around visiting folks he/she had met on the road before. When it was time to ride, Big Nancy just called its name and the dog assumed his/her position on the Fat Bobs with a sheepskin throw over it.

I love dogs. Never been without one for very long throughout my 60 years. I personally would not try to teach one how to ride with me, mainly because it just seems like more hassle than it would be worth, but if someone wants to do it, it's no skin off my teeth. Big Nancy never put her dog at any more risk than she put herself, and the same goes for the lady in the subject video from what I can see. Maybe she does like attention. So what? Should seeking attention be illegal like loud pipes, riding with no helmet, lane splitting etc. now too?

There are ways a dog can ride ,that is not one of them . Hard on the dog internals .
