2008 Harley Davidson Nught Rod Doesn't Start

Hi from the UK and welcome to HDF. The least you should do is get yourself a copy of the owners manual, so you know what the starting procedure is and how to read fault codes. Your local dealer can supply, or you may be able to download one from the H-D website - go to the Owners tab. If your bike has an alarm/isolator you will need a suitable key/fob.
Your bike probably also has various devices installed that may stop you starting the bike when say the sidestand is down, clutch lever not pulled in, etc. The manual should spell out those. As for your bike having been flooded, you may need diagnostic skills to check that out! There's no knowing what affect that may have had.
