The "best" device would be the "flash based" tuner that your dyno tuning technician prefers. NO FP3's, NO PC5's etc.
Let's say you were going to Jason's, aka Hrdtail78? TTS would be your device.
If you were coming to me? I prefer Power Vision.
Both will give you a high quality tune when put in competent hands.

Go to this website and read as much as you can. www.fuelmotousa.com. Then call Jamie at Fuel Moto, he will take you in the right direction with the right stuff.
In addition: Go to DK Customs web sight. He has a very thorough summary of what "tuners" can/can not do, depending on what your long term goals are.
