EFI with tuner or Carb tuned - horsepower
I have a 2001 FLHRPI RoadKing police edition with a magnetti marrelli Eric. I have some questions Ian in process of a winter build, I am doing 98" big bore,stage 3 heads ported and polished with oversized valves, a SE 635 lift cam. My questions are as follows- a new throttle body with Delphi injectors and a tune or go with a carburetor dialed in with a tune. Which will give me peak HP and then ride ability thru midrange
there is a huge price difference for throttle body it is twice as much as SE carburetor. I would appreciate all and any input thanks in advance

Not sure I've seen a back-to-back comparison on a Harley, but I remember a few years back Hot Rod magazine did a EFI vs carb test on a V8. As I recall the carb made slightly more peak HP, but the EFI was much better overall power, drivability, and economy. Apples to Oranges, but I'd expect you'd get similar results on a V Twin.
I'd bet the cost switching from MM to Delphi is $$$ though.

It will be far less headaches with a carb.
With the MM you need to find,someone that really understands how to tune it. Hot starts, cold starts, timing, fueling is a challenge to get right no matter what tuning system you use.
The MM works fine for Stage1 and mild builds.
No brainier with a carb and Max power will by very close to EFI if not the same. Since you are building a hotrod a carb will provide a good drivability without all the drama from dealing with the quirky MM system.
Converting to a single bore intake is a good move but will create a new set of tuning challenges vs the MM dual bore intake.

Find a shop that can tune with Direct Link.
