after installing a after market air cleaner and rhinehart slip ons on a 883 does it need to be retuned?

No downside to tuning (recalibration), only upsides because even stock bikes will run better after recalibrating the EFI for production variables and mods to airflow throughout the entire system which includes everything from the a/c to the tailpipe.

Welcome to the forum.
You should get it tuned. Running too lean will affect performance and you don't need to generate more heat.
