Help me avoid the shop

Default Help me avoid the shop

05 heritage, flstc, carbed, 93k miles, well maintained, recent, (at 80k total tear down of motor by dealer to fix issues caused by tear down by an authorized shop for warranty work....

Problem: sluggish starter reaction

Done so far: 1. Charged battery and had 2 different battery shops do a load test; which both said the battery was good.
2. Checked voltage at battery when bike is running and have 14.3 volts.
3. Replaced starter relay, (because it was cheap).
4. Checked cables and their connections.

My next thoughts are to remove the starter and have it bench tested.

I would strip and clean it before testing. When I replaced the clutch in my starter I was amazed how much stuff had accumulated inside.
