You can't tell just by "looking"
In the US many folks had a dealer installed "Stage 1 " upgrade calibration flashed to the bike's ECM , which does/did not require a tuner box or dongle
The tuner boxes are just bigger than a matchbox , and are attached to the bike via 2 cables , the new tune is flashed in and nothing is left on the bike.
The boxes or " dongles" can and do go missing as bikes change hands over time
Expensive to replace if that happens !

You would probably have to purchase the SEPST or TTS in order to determine if the bike was running the factory map. The dealership may be able to hook up something and tell. Not sure.

As far as I am aware the dealer can use their "digitech" to read whatever calibration may be in the ECM.
I have seen them do that before now , difficulty is getting to see them do it so you can lok over the tech's shoulder.
If it has had a Dealer installed factory stage 1 flash they can tell by the cal' ID.
should also be able to tell a stage 1 or whatever from any of the other tuners that reflash ECM's
