Couple thoughts -

Have you checked the rocker arm side play? Or the cam clearance?

Yep, shimming to the low end of the tolerance is the usual method. Just check everything and make sure the rocker arm ends and the pushrod ends haven't been eating each other, and that the bushing-to-arm fit is within spec.

First of all, clearance is not measured by shaking them. You use a dial indicator to determine how much side play you have with the rocker arm(s). Perhaps I misunderstood your description of how the .001 was determined.
If the recommended clearance is .0005 (a ½ thousandth) minimum to .0025 (2½ thousandths) maximum, then you say yours measures .001 clear. This is dead center (within a ½ thousandth) between the minimum and the maximum.
NOTE: I believe you misread the standard for minimum. Look at it again and see if it does not say .001 (stated as one thousandth) to .0025 (stated as 2½ thousandths) loose. The figure .005 is almost zero clearance, so I believe you misread something.

Result....? I cannot understand how you think you need new bushings.
Your clearance of .001 is still within the limits, and on the low side at that. If the bushings gave .003 or higher, only then, the bushings need to be replaced..............pg
