idle issue

idle issue
hey all, 1973 ironhead xlch. have had trouble with getting bendix dialed in right. thought I might be condenser probs so got a whole new points plate. put it on, gapped to .018,set the static,etc. also took carb,manifold off to check O rings out. who ever had it before me knew the electric tape trick! O rings looked ok,I put manifold back on,put knew tape around connections,carb back on,ok.
here is problem. when I kick the bike over,started first kick! but idle is through the roof? sounded like throttle was wide open. I adjusted idle down on carb,even tried to redard the plate counterclockwise to slow it down. doesn't seem to change? not sure where to look next?

Normally throttle plate in carb is open a small amount, and this is controlled by the throttle speed screw.
Also, check to see if throttle cable binds when handle bars are turned each way.
