I can only assume Hawaii is the same as every other state I've lived in on this one. Technically yes, only bike shops are supposed to inspect bikes, BUT you can sometimes find a small independent car shop that can or will inspect your bike for you.
This probably won't get seen in time, but it might. Do only motorcycle shops do the motorcycle safety inspections? I did my car and truck on base and am getting my bike done tomorrow.
Yeah, as far as I know. I've only taken mine to Cycle City, but I know at least one local chopper shop that does them to if they have time (which they usually don't).
