Default How is this finish achieved ?

I loved the finish on these rims, how was it done ?
Can it be copied in power coat?
It looks like black chrome.

Looks painted and clear coated to me.

Correct. The color is "anthracite" with clear.

Yes ... You can achieve that with powdercoat...
