I believe the tool will work. If the puller lip won't fit behind the IPB race, that means the race has walked in on the main shaft. There is a way to get around that as well. Actually, you don't need the tool to remove the race but will need it to install the new race. You can cut a groove into the race with a Dremel tool, carefully so as not to nick the main shaft, then insert a chisel into the groove and strike it with a hammer. The race is very brittle and will split and you can pull it off with your fingers.

I also believe the tool will work. You might want to look into the tool from George's Garage. Part number: 620060.
I own this as well as a number of other George's Garage tools. Lifetime warranty and a good company to deal with.
For your information, the lip thickness on the horseshow (620060) is about .095" to .096"
