Regardless of what cover it is, the broken bolt will have to come out and you will more than likely have to clean up or tap the threads.
If there is enough of the broken bolt left to get a pair of vise grips on it, then you should be able to remove it that way (and you probably won't even have to use a tap!)
However, if it broke off flush with the case, you will have to drill it out and re-tap new threads in there.
