Default Low Oil Level in Primary, FLSTC 1999 Evo

Oil Level Very Low in Primary, 99 FLSTC Heritage Classic

Oil level does not come up to book level. Concerned, puZzled.
I just changed the oil in Primary. (First time, just-purchased 41k miles)
Drained 29 ounces, measured, dark gray used.
Added 27-28 ounces new Chevron dino 10w40,

I added the oil into the Chain Inspection opening Fig. 1-3 page 1-42.

New Oil Level Far Below recommended.

Manual says page 1-42 item 6: . . level w bottom edge clutch diaphragm spring, Fig 1-6, page 1-43, 26 ounces.
Oil level is far below that. I can just see oil surface far below.

No leaks. Bike upright on lift, level fore-to-aft. I said my prayers and rode it 20 miles afterward, checked level again, same low.
Manual says over-fill “may cause rough clutch engagement, incomplete disengagement, clutch drag and/or difficulty in finding neutral at engine idle.”
Accckkkk! What The Hell??

Yours is a common query, the quantities of oil given in the manual are for guidance only, don't follow them blindly. Fill to the level described, in this case that "bottom edge clutch diaphragm spring". It takes whatever it takes! Don't be puzzled - ride and enjoy!

I think it might say "no higher than the clutch diaphragm spring" and "oil visible in the primary chaincase" So put 2 more ounces in and see.

Remove derby cover and add primary oil (not primary chain inspection cover). You'll have a much better view of the clutch.

Thanks, all. I drained the temp oil I put in the primary 20 miles ago just to flush out any remaining old stuff, and put in exactly a quart of Valvoline Dexron III / Mercon dinosaur ATF, repeatedly recommended elsewhere on HDForiums. Nice level, 3/16 inch up on the largest disc.
In two days (9-14-15) I leave Virginia on ten day ride to Georgia and random places between. Cheers.

Here you go you can't go wrong bike level. It may get a lot of press but ATF don't belong in there Take it people that really ride their bike.
Primary in that EVO F+ if you want it to last.

If you are new to EVO also look up clean Tappet oil screen.

Does the bike need to be completely upright or on the kick stand for proper oil level?
