The rtv is to seal the inner to the cases, you most use it. I pretty much fill the holes on the inner but don't want bunch in the thread holes in the cases or it might hydro lock before becoming tight. So it's on the cases & all over the lock tabs, this way it's double sealed inside & out. Then let it dry a day before filling.
