Default Broken shifter return spring question.

I just finished reassembly after replacing a broken shifter arm spring on my '88 FLHS. The shift pedal would not return to center. I then took it for a ride to make sure everything was cool, but when I tried to shift into 5th, the pedal would not budge, all other shifts were normal. I then took the top cover and cam drum off and manually rotated it to the 5th gear setting and did the same with the shifter forks. I then installed the cam drum with the tranny in 5th. I can now shift through all the gears, but shifting into 5th takes more force than normal and when shifting while slowing down sometimes the pedal will move but the shift doesn't happen. I'm not sure if it has to do with the slight amount of play the cam drum has because of the bolt holes or could this be a clutch issue. Thanks.
