Default shifting issues

I have a 1994 FLSTC, having trouble shifting into 2nd and it will not go into neutral while stationary and running. I have replaced the clutch cable and put in a new clutch pack. I have tore down the transmission and have inspected everything including shift forks. They are not bent. Is there anything that someone can tell me on what to do next to fix the problem?

If your Evo is anything like my 1990, clutch adjustment is critical. I adjust mine at the clutch as per the book, but take out most of the slack in the cable. Even then once hot you may find you have difficulty finding neutral, unless you do as I do, as often as possible, which is to snick into neutral while still rolling. If you have any of the devices that reduce effort at the clutch lever they tend to make the problem worst. They are fine on TCs, which give more travel at the clutch end, but not so good on Evos.

Can you find neutral with the bike shut off? If yes then like Gr said it is more then likely in the adjustment.
