Default Slack on primary chain

I have a 2006 Heritage. I tried adjusting the primary chain w/o success. There is at least a one inch slack in the top strand, but after numerous rotations of the rear tire, I was not able to locate a tight spot in the chain. Even with the existing slack, I was not able to make the shoe move up because the bottom strand is already too tight. Without finding that tight spot in the top strand, allowing the bottom strand to slacken, I cannot adjust the shoe. Adjustment of the top strand is dictated by the rotation of the compensator sprocket and the clutch sprocket, which allow the slack to rotate toward the bottom strand. Any ideas? With areas of the top strand located on certain compensator sprocket teeth, and also on certain teeth of the clutch sprocket, I can't see how any slack can be eliminated, short of remounting the chain on other teeth.

While you're attempting to make the adjustment did you put the tranny in neutral?

On my ride there needs to be only 3/4" of slack on the upper portion. When adjusted right there is no special spot where it's tighter that I know of, unless there are other issues such as bad bearings or damaged compensator.

When rotating the rear tire, the trans was in 5th gear, but when I tested for the slack, it was in neutral. I think what I will do, is I will mark each section of chain of the top strand where it has the most slack, and as I rotate the chain, I will be able to see the marks as they rotate to the bottom. Once the marks are directly underneath the adjusting shoe, I will then attempt to make my adjustment at that point. I don't have the primary cover off, so I can't put anything underneath the shoe to push it up.

can you rotate the clutch, back and forth by hand when it is in neutral?

Roll the rear wheel the other way-in gear.
