How does the lever at the transmission shaft look?
Many times folks do not check the allen bolt on the lever located at the transmission shaft (near front belt pulley).
Allen bolt gets loose, the loose lever spins on the splines and the shift does not happen.
If lucky the shaft is OK and allen on lever is just loose, if less than lucky then you need a new lever (pain to change or use betterlever brand) , if screwed then it requires a shaft or the betterlever.

Do you mean the transmission is stuck in one gear?
Did you rock the bike back and forth while trying to shift into other gears? Not trying to sound like a smart alek by asking, (some folks don`t realize that you must do this to shift through the gears while not moving).
Disconnect the linkage rod at one end, then you can determine if the problem is at front or rear.
Check the shift lever at the transmission, as im suggested.
Also make sure the linkage is not binding, this happens a lot up at the front shift lever assembly.
