Default Derby Cover

03 Dyna Super glide just did my 10,000 mile fluid changes. Have two problems that I am hoping have the same fix. When I torqued the derby cover bolt #2 will not torque. I can hand tighten but as soon as put a torque wrench on it the bolt just spins. I swapped bolts and same bolt will tighten in different position but all bolts will only hand tighten in position 2. Second problem is I a I am getting a rattling sound. The rattle is worst at 3k rpms but is present all the time. Only time I am not hearing it is when accelerate (pipes may just be drowning it out). So 1, how do I fix the untorqued bolt and 2, is this probably the rattle problem or is it probably unrelated?

Timesert or helicoil. Could be the rattle. You'll have to determine exact area of scoot producing the noise to determine.

The rattle is coming from the primary.
