One thing to note: 98% of Utah is fairly high altitude (above 4000'). St. George and the south entrance to Zion are about 2000'. It gets a lot hotter in these areas than the rest of the state. It can be 100° in St. George and 70° in Cedar City, which is just 40 miles north on I-15. I have seen shirt sleeve weather in St. George while it's snowing in Cedar City and other points north. Just throwing this out there...
A favorite ride of mine is highway 14 east of Cedar City. You climb to about 10,000' to Cedar Breaks National Monument, then drop back down past Navajo Lake (scenic) to Duck Creek Village and highway 89 north of Kanab and Zion NP. I don't think the highway is open year-round so Memorial Day is probably the earliest you can do the ride.
