You misunderstand toll roads. Your tax dollars did not pay to build the toll roads. They were either built with issued bonds which were then paid back with money generated from tolls or either a Private Entity will build and maintain the roads with an agreement that the private entity would be entitled to the toll proceeds for a certain number of years and then the government would take ownership and start receiving the tolls.
