Default 19x250 rim

I went to a swap meet today and scored a brand new front rim. its a 19x250 TLA spoked rim that has never been on a bike and has the bearings in it as well. How fat a tire can I put on this rim. I cant find anything on line that will give me a tires size. Im putting it on the 74 as the current one is pretty sad.

I would guess a 3.50 tire would be max...Anything that will go on, will, but, it won't work properly all humped in the middle like!
What bearing diameter and Rotor??
