Mount plate on lower frame?

Default Mount plate on lower frame?

Question:
What is this plate, as shown in the picture, used for? It is between the front frame down tubes. It has 2 threaded holes and seems like it would be for the regulator. But the regulator is mounted just above it and can also be seen in the picture. The bike is a 1984 FLHX.

I have a stock 84 FLH and that is where the electronic module is supposed to be mounted.

So the regulator, as seen in the picture to the upper right, should actually be mounted on this plate?

This FLH is (in my opinion) stock but it may have some small mods. I am surprised the regulator has been moved for what appears to be no reason.

Electronic ignition module, not regulator

Ah yes. Upon thinking about it and digging deeper into the bike, I find it has a Dynatek ignition. So it all makes sense now.
