Default 84 flt

I'm curious as to why an air system was applied to the front forks of the FLT as well as other FL models. Was it to accommodate the extra weight of the fairings? I'm asking because I want to remove it and go with just a windshield. Would I still fill the forks with the manuals recommended 8oz. each side (dry) 7 3/4oz. (wet) ? Any help would be appreciated.

I guess I should have mentioned this is a first generation Evolution FLT not a Shovel Head
