What do you mean you can't get the damper tubes out of the forks? Are you referring to the nut that goes into the bottom of the lower leg which is a hex head? Do you have a socket to fit it? Is it spinning when you're trying to unfasten it? Are you using an impact gun? ( recomended ) If the bolt is spinning but not loosening I've always had luck taking a broom handle ( wooden ) and stuffing it down the fork tube to "jam" the assembly and keep it from spinning.

If you've got the allen bolt out be sure that you've removed the upper dust boots, cir-clip that holds the seal into the inside of the upper part of the lower leg then use the fork tube to pull/push/drive the seal out of the lower fork leg. Check out this link.
